Also why did you use the word "pleb"? That word is getting really stale especially since everyone tosses it around casually.

Franz Kafka would have been well known in 1933 since The Trial, The Castle and Amerika were recently released. They may have wanted to keep hold of the documents personally rather than act in a professional capacity.

The use of the word 'pleb' was entirely appropriate. I was not aware it was something special to be rationed, so forgive me.
