Bell Curve is on the relationship between IQ and various life out comes in American life, with only one chapter on race (chapter 13, possibly 20 or 21 as well I don't remember which exactly)
Second book is on the dysgenics of modernity, in particular the dropping European IQ.
Human Accomplishment is documenting human accomplishment in the arts and sciences, and attempting to quantify it. You don't really need this book to tell you, but obviously Europeans, lap the rest of the world combined ten times over.
Ten Thousand Year Explosion documents how civilization and what it brings (notably, raw numbers and it's own unique selection pressures different from a more primitive life) speed up divergence between groups.
Making Sense of Race is a compilation in ways the races differ from IQ, to even a chapter on personality (though of course there are limitations).

Something to consider is that the western and eastern civilizations executed their criminals for thousands of years. Very, very eugenical. Other civilizations didn't do this on the same scale or for the same duration, to my understanding. Also, the selection pressure for engineering-type behaviours was massive compared to other places on the globe with their milder, warmer climates. If you didn't have this degree of clothing, etc., you'd just freeze to death. It would've made a culture centred around that too. This clothing would've been extremely tricky to make, and it would've developed over years of continuous trial and error.

In Human Accomplishment Murray tries to answer this. He finds for example that population size strongly correlated with accomplishment -- but only within Europe. Everywhere else it was effectively 0 relationship. He tested other stuff like big cities, war, government styles etc. Nothing was satisfactory.
It's obviously something to do with "innate" characteristics of Europeans and their distributions, especially within the European core of what one might call "Greater Germany" (Germanic peoples basically including NE France) and North Italy. It's not IQ alone as East Asians have a high IQ as well and yet lag heavily behind themselves. There are aspects of personality that differ in traditional models like OCEAN within-countries, though cross-country comparisons are inherently dubious for clear reasons. For example, The Japanese rated themselves as the least conscientious, and the Nigerians as the most.
I contend, though this is difficult to measure and is more of a pseud historical observation, that it is something to do with the exploratory, adventurous and "conquering" aspect of Europeans. Something similar to the quote expressed here (which is not a real movie quote, but is from some video game). There's also a romantic element not found anywhere else to the same extent. For example in the intensely dramatic life and death of Caius Julius Caesar, or Beethoven's 9th Symphony written while effectively deaf.

Chinese and Indians are probably pretty close Europeans in intellectual ability on average, there are way more of them and most of the smart ones want to live in America. I am a graduate student so I know quite of few of those guys, and they're pretty smart, but the biggest reason there is so many of them is the economic motivation. This doesn't take away from the fact that China, India and the Muslim world were more advanced during much of the middle ages, or that countries like Japan and Singapore have reached and even partly eclipsed the west (though mainly due to our downfall in recent history).
