That chart is for studying Vedanta specifically which is centered around the Upanishads, so it's quite natural to start with Vedantic commentaries on the Upanishads if you are studying Vedanta. If someone wants to explore other aspects of Hinduism like Bhakti literature, Tantra or Sankhya/Yoga etc then that is not the chart they should follow.
