things like th(coiced and unvoiced), ph, and so on, are fairly regular and need no changing. changing vowel orthographies like oo in foot is not a simple upgrade because you lose the history of the language built into the spelling. stress placement is the major thing that trips people up, and because we have lax vowels, people often dont evem now what you are saying if they are expecting the stress elsewhere. compare economic and economy.. if you start spelling words like this phonetically they will look totally sifferent, when they shouldnt. some words can be stressed in multiple ways also, so if we use an accent system where does it go. finally, the spelling system does in fact have a finite number of irregularities, and i as a fully grown english speaker will never, ever, make a pronunciation error, whether its a word ive seen before or not.

What about only changing the spellings that don't accurately indicate the pronunciation of those words? So <oo> for /u/ is fine even if it doesn't exist in any other language, because it's consistent, but spellings like "one" and "women" are bad because how you'd expect them to be pronounced by English spelling norms isn't how they're pronounced.

Even if you were reforming English spelling from the ground up, I think it makes sense to write the underlying form of reduced vowels. The Communists reformed Russian spelling and they still kept that aspect.
