He is talking about Kant's moral philosophy, not his theoretical one – (and even then, the critique is not apt considering how unintuitive many of Kant's precepts, e.g. the one on lying, are to the common man – oddly enough Kant would have agreed with Nietzsche here, since he thought that his moral law was already present in every rational entity, but I think this was mostly due to his autism). Transcendental philosophy is 100% contrary to common sense, especially the common sense of his time. The dude is a late 18th century german academic, most of his colleagues actually believed in the possibility of rational psychology, cosmology and theology

Kant’s practical philosophy is barely separable from his epistemology, the former follows from the latter naturally, he even says thay in the Prefaces and Introductions of his First Critique. Yes, Transcendental philosophy is not at the reach of the average person, that’s why Nietzsche says he wrote for scholars, that he wanted to prove in a way that would dumbfound the world. Kant literally wants to cofine ourselves back to experience, giving metaphysical concepts like God, soul the same place as they are given by common people, that is, not in metaphysical theoretical speculations.
