The key thing is cheaper rents. To produce great art and culture a city needs to have cheap rents. The situation in NYC and LA now where people need three jobs to afford a cupboard under the stairs and share it with a disabled junkie is not condusive to creating art.
What you need is rent cheap enough that young people can work maybe two or three nights a week as a waitress or dishwasher and that covers their living expenses and they can spend the rest of their time on their art.
