Taking the sentence by itself (and out of context), it sounds (to me) more like he just wanted to describe the sky in an unusual and creative way, not make some clever criticism of technology. Just because the sky is drab doesn't automatically imply that the image-vehicle being used to describe the sky -TV static, television-is being criticized. But I can see how it could be read that way.

Neither do TVs. Broadcast stations go on and off the air. TVs either receive or they don't. They never broadcast. Modern TVs can send data packets upstream, but that is still not on air broadcast.
