"They" mean that they want to make money and retire from writing a book using their work experience. The incentive here is financial.

This is very obviously not condoned by the CIA itself, just like how actual SEALS don't like the guys that get out and write 5 billion books.

The CIA has to give the appearance of leaking for the sake of self preservation. same principle as manufactured dissonance. If nothing juicy ever came out of the institution more questions would be asked and the records they actually care about keeping sealed would be opened by force. The book itself isn't anything to get excited about.
