In the first chapter, Baudrillard is outlining what he means by simulation and simulacra. He's defining his terms. When he refers to a Borges novel he's using an analogy to explain his concept of simulation and simulacra and what makes them different from the common use of those words. He's not making an argument there at all. If you wanna read Baudrillard, do it slowly. If you want something more accessible, try Passwords or The Gulf War Did Not Take Place.
