Why do you present this as if it's a contrast with writing that uses dashes and brackets? Surely those symbols help communicate the sorts of asides, breaks and pauses that in speech is communicated with rhythm and intonation?

Those represent the verbal cues we naturally use when speaking, as do all punctuation marks. When writing we use them for the secondary purpose of structuring idea in a way more developed than when speaking. This is one of the many problems caused by prescription, the idea that punctuation is written and not verbal. Punctuation absolutely makes written language more natural if you put in the time to actually understand them beyond prescription. We can hear quotation marks, we generally know when someone is giving a quote even if they do not state that it is a quote because of the verbal cues we all give.
