I don't think Marxism holds that people are actually equal in terms of skills or talents. That's a one-dimensional stereotype. There's no such thing as a universal or abstract "equality." Marx tends to talk more about exploitation and alienation and things like that, but I haven't read a lot of his writings. Literally no other society in human history has seen its people increase their standards of living and material prosperity in such a scale at such a speed.

Chinese system is focused on consolidating economic resources in order to achieve a high level of material standards and development to transition into socialism. The state capitalist Dengist stage was a transitionary temporary stage, and China has now achieved a sustainable level of wealth and growth to deliver its promises to her people, and now China is ready to enter socialist stage. This is all laid out in Marx's theory of economic development and the stages of evolution to full communism. China started from a feudalist stage, not an industrialized capitalist stage, which comes before socialism in the development, so they had to do this first before achieving socialism. This is where Mao failed by trying to go straight to communism and agrarianism, and what Deng did to adapt and move China forward. Now they have, and are moving forward

The russians wanted to do something similar, since Lenin there were discussions about slowly privatizing farms since it's more efficient to have them under a limited dedicated control. But the constant paranoia of western challenges made them drag their heels when it came to diversifying their system.
The Cold War is full of scenarios where it doesn't sound like rational people were in charge of anything. Thing about all this, is that a big thing that distinguished Marxists from the utopian ideologists and anarchists is that socialism isn't a switch you flip, but something that emerges out of a process of development, so you can even view capitalism as a bad thing but still view capitalism as progressive and superior to feudalism and its establishment as having contributed a lot to humankind and not contradict Marxism, but that eventually, like all things, it becomes outdated and has to be superseded by something even more progressive, based on newer environmental conditions.

There's also the practical issue of maintaining a socialist society. If you only implement socialism partially, then you will still maintain aspects of the old system, aspects of the old capitalist system which will fight against your socialist system and make it unstable. And a logical implication of that is that you have to continue to develop the productive forces which are more conducive to the new system (which is dependent on that development), to make it more stable. The purpose of the state here is nothing more than to encourage the development of human society, the improvement of the well-being of the population, and that this should be treated as a purely scientific question.
