The only thing Permutation City has in common with Blindsight is consciousness being one of the themes. In general, the difference between Watts and Egan is that Watts comes up with some rather interesting ideas and original interpretations of those, and then does basically nothing with them, while Egan takes surface-level Reddit transhoomanism and drives and jerks it until it's dry. They are similar in how despite being probably the most original contemporary sci-fi writers, they both absolutely objectively have no writing ability. Their command of the English language is seriously unironically below that of Doc Smith. It's like someone taught them that you don't need to write well if you are writing about something interesting.
