I would recommend the Norton Critical Edition above all others due the extensive footnotes and appendices, which include whole Biblical verses selected from Genesis, Luke, Revelations and other books, all of which are essential to the text. It also includes reviews which several authors had written on PL, including Samuel Johnson, Virginia Woolf, C.S. Lewis among others. The appendices also include an extensive selection of critical essays on Paradise Lost. And the entire Areopagitica is also included in the back of the book.
Gordon Teskey is not a perfect editor, but given the breadth of this edition, there's really no better option.
