Would it be more retarded to get my University’s print shop to make a spiral copy of the manuscript or to print it myself with a regular printer and then get an art friend to make me a shitty cover?

That's 10 A4 sheets per book. Just print it yourself if you have a printer. You can buy whatever paper you like instead of using asswipe quality.
You can do much better than a spiral bind. A small book like this could be easily handmade.
