I want to paint the back of billy bookcases with anti-mould paint, do I need to sand the frame and backing?

you don't need any special paint, just use a gloss paint, prime first and do a few coats to seal it up well. Oil base is a bit better but not a huge deal here. You can also just use poly. Anything gloss, the goal is to make sure you have a surface which stuff which mold can grow can not stick too and if it does you can just wipe it off along with the mold.

A light sanding never hurts and is the safest path when unsure, just make sure to remove ALL sanding dust before painting.

Anti-mold paints are largely a gimmick, does not prevent something sticking to it which mold can grow on, it will kill any mold on the surface before painting and the paint itself will not mold but any oil base paint will probably do just as well if not better because of the solvents and creating a better seal.

No need to sand it. No real need to paint it tbph, if you're putting them in places with good ventilation (not putting them directly against walls will help too). You're better off getting the mould spores lower in your house by removing or cleaning the origin of the mould.

having done some reading on this exterior walls can be an issue due to temperature variations
(not to mention being up against a window)
