Is Jesus trying to dissuade people from following him? Is he pointing out the cost of discipleship? What does he mean by "nowhere to lay his head"? Meaning his disciples will never find peace?

He's saying, if you're going to be a real Christian, you have to accept that you'll never be completely at home in this world. Your focus and attention has to be on another world. Don't try to make yourself comfortable on earth.

Matthew has a general structure of teaching segments followed by action segment, and the chapters were divided along those lines, which makes it easier to see. Matthew 7 is all teaching. Matthew 8 is just constant miracles. A ton of people keep coming to Christ asking for miracles, and He heals them, and then someone asks if he can be a follower, and this is the response. I get the impression that He is quite literally talking about Himself, and His own life. It's a very human moment from Christ.

I think he's talking about himself rather than about his disciples. He says "Son of Man," which we are all the sons of man (and of God), but his use of "THE Son of Man" I think makes it ubiquitously himself.
