Most books with a large number of characters makes it very simple to follow that large cast and IJ is no exception. Generally authors simplify the majority of the characters to the idea they are using them convey and you do not need to remember them, you just need to take a moment to understand their function in the novel. In the case of IJ there are only 3 characters you really need to follow (Hal, Gately and Mario) but about a dozen total which will be very helpful if you can keep straight. The rest all follow the same arc as Hal/Gately and they are used to provide nuance and perspective on that arc/theme. Viewing the minor characters by their function to the novel will also help you remember them/keep them straight.
