No he doesn't, he says muslims are stronger people than europeans. This has nothing to do with which one produces the overman. Nietzsche though as something complexified, it increased the bounds both of it's possible greatness, and the commonality of being defective. Since the europeans were a more complex race, there would be more degenerate and defective europeans than muslims, but the best europeans would outperform the best muslims. He says a similar thing about women being more complex than men, meaning that the over"man" is actually... female.

This also explains why Nietzsche encouraged racemixing. He thought this would produce a more complex people whose inner contradictions would be the most terrible and pronounced, but whose exceptions who fully resolved these contradictions would reach a new height of power.

He may be cringe but if you don't think you're larping too then you missed his point. We're all larping and we can't not larp, but we can do so consciously/actively (strong), or unconsciously/passively (weak).
Personally I've made conscious some of my previously unconscious passive larping, which tricks me into thinking I'm better than I am so I'm posting this as a cheap way to gain a sense of power instead of actually applying it to my life. And I unintentionally made this self-referential to show that I'm conscious of passive larping so that I feel like I did something about it even though I didn't.
If you either uncritically adhere to or uncritically abhor Nietzsche's philosophy then you're probably still larping unconsciously or passively under the guise of larping consciously and actively, but you can still be passive if you change merely because I said this and not because you have a authentic strong drive in you to do so, so do with this what you will, or don't.
