Why does there need to be a word for "female dog" in common usage? If you are a regular person you will just use "dog" or "female" or female pronouns. This is perfectly fine. If you are a breeder or some other dog-focused specialty, you will use "bitch" and everyone you speak to will agree with your usage or at least receive the signal that you specialize in dogs in some way.

The concept of female dog is just not important enough to have a dedicated word in common use. We have the word female, and we have the word dog. There is no word for female cat either. "Mare" is a female horse and if you used that in common usage, you would have to explain what it means OR it would be gratingly strange and out of place.
