I think it's because Iago's reasons are obscure. He's a well crafted example of human malice since often it's extremely cunning but ultimately pointless. That men of great intellect will overthrow an empire for the mere chance to eat a baby's toe could exist would terrify someone like Bloom.

It's quite good. Take notice how at the beginning Iago, a lot like a devil, stands in the shadow of another man's discontent and grows out of it. Like the judge, can human 'evil' act alone, or does it always require some base flesh? I find it interesting to note that both Iago and the Judge have a close, but pathetic lackey, Iago with Rogrigo, the Judge with the idiot.

I suggest reading the Faust stories and Moby Dick to further see this dynamic in play. Faust is probably the most blatant example, but you'll notice a similar dynamic between Ahab and Fedallah.

Another interesting thing to note is that all these dark influencers are chiefly concerned not with the seizing of fate itself, but rather speaking that they have knowledge of fate.
