It's about multiple things, especially how what's artificial or imagined can be more beautiful (and more enduring in its beauty) than what's real. I personally think there's some melancholy in it; we'll never hear music as sweet as the music of the pipers on the urn, but we can think about what it would be like to hear it, and that's sweet in itself.
