rain is not about the reading itself but the experience of reading. You're in your home, you can see some vegetation by the window, hear the rain, have a warm drink, probably blankets.
The opposite of that is reading in any kind of weather because you're reading for the information. It's always having your books on your smartphone/e-reader. It's reading a few lines every time you wait to cross a street.
But also, it's weird that rain can be considered a "weather for reading". It's not like you were going to spend the entire day outside anyway. And rain "forces" you into that choice instead of leaving you with more options.

Rain is only comfy if it starts up while you're already reading / watching a movie / playing vidya. If you hear rain and then immediately grab a book and lay in bed next to the window, then it's artificial comfiness; a false comfy.
The best reading weather all around is during a spring sunrise, when the land outside is silent and the warmth is slowly filling your body. When you're virtually alone, yet you're not lonely, and you're indulging in a fine book -- that is comfy.

Now that you mention it...it does read like one. Even the topic of comfy reading weather is extremely reddit. As >>20704298 said, reading or similar activities just because of certain weather is artificial and makes it feel very ingenuine. Rain/snow starting while you're in the middle of reading, coincidentally, is indeed the supreme reading atmosphere.
