the cosmic horrors didnt even make half of those cults, those cults just popped up as natural reactions to something beyond human comprehension or power. cthulhu doesnt visit earth because he gives a damn about it, it just happens to be where he crashlanded after being exiled by the outter gods or whatever the fuck i havent read the lore in a while but its not that simplistic. the elder things built cities on earth before humans even existed so even if they are pulled to earth for some stupid muhguffin reason its not because of humans
