"How can we have free will in such a chaotic and cruel world" Is there any philosophy or book that represents this feeling?

Bakker explores this territory if you like speculative fiction.

Because you can decide to be cruel and chaotic or to have integrity and be just.
One thing is for sure is that you will be judged by one metric or another. Im of the belief that there is some higher deity, some power in the universe that will have the final say. It only seems right that it would be just and wise. Doing whats right seems like a good way to win its favor, and doing what is wrong is to rebel against goodness and god himself.
Which way?

Not sure what you're asking for. Are you looking for stuff about how free will might not exist, or stuff about how the world is horrible beyond belief?
