The tone is pretty clear by the second chapter when we're hanging with an old lady scheming trade deals. That said I saw two reviews and both made the book sound really slow but I found it moved along quite fast for what it's going for. Perhaps zoomzooms just need an assassin in every single chapter but I'm really liking the balanced approach to character, setting, and plot.
