sauron is the one who forged the rings, making his ring the ruling ring, giving him the title of the lord of the rings, being that he's the lord of the other ring-bearers that he can sway to his control.

they should have included melkor in the lotr series though

well everyone knows that he made the ring that's the whole focus of the story

he's just in the background the entire time and I think it's kind of odd that the story is named after him

and he didn't make the other rings silly goose, but he managed to corrupt most of them

except for the elven ones, but only because the were hidden from him
