The argument is a circular one.

>pleasure, therefore, is not a positive quality, but just an absence of positive quality of pain

But you can't be deprived of a negative quality, if pleasure is just the absence of pain then it can't be taken away from you. So it follows that absence of pain is a null state, and pain is the only positive quality of experience. So the writer is beginning with the premise that existence is pain, and that all other things outside of pain are to be discounted, and merely repeating it in the conclusion.

Seems like a stealth form of eugenicism. Of course he's free to argue what he wants, but let's say the most ethical people decided not to have children, leaving the worst and indifferent to continue reproducing, ultimately making the world a far worse place, thereby making his prediction a self-fulfilling prophecy.
