It's just a way to talk about an infinite series of random characters. In such an infinite series the probability of any finite series of characters appearing within it approaches 1 and it is almost guaranteed to occur.

Here's a very simplified example:

In a random series of the first ten letters of the alphabet (a to j) the probability of a appearing in each instance is 1/10 = 0.1 The chance of any letter except a in each instance is 1 - 0.1 = 0.9

In a series of two such random letters, you can work out the probability of a not occuring by multiplying the probability of any letter except a:

0.9 X 0.9 = 0.81

The probability of a not occuring in a sequenc of two is less than in a sequence of one. i.e. the probability of it appearing at least once has increased. You can continue for three random letters:

0.9 × 0.9 × 0.9 = 0.729

The probability of a not occuring keeps going down and thus the probability of it occuring at least once goes up. This is why in an Infinite series the probability of a (or any finite series) occuring at least once approaches 1.
