I read Crime and Punishment after playing SH2, partly because it was sourced as an inspiration and partly because my girlfriend loves it. I love both the game and the book but I can't say I see the inspiration at all.

Silent Hill 2 is its own thing, Crime and Punishment inspired some crucial aspects of the story, but you won't find a carbon copy in book form of this game. So the only answer is Crime and Punishment.

There's a very long list of literary influences for the series. Yes, Crime and Punishment is mentioned as inspiration for basic plot of SH2, but other than the literal crime and punishment (guilt), the atmosphere and characters are very different.
