It's coherent because anarchism, like socialism, is only possible in ethnically homogeneous societies, as those are the only conditions high-trust enough for people to want to voluntarily labor for each other's well-being. Eevn that's a stretch at larger scales, obviously, which is why you would have to have autonomous self-organized ethnic tribes running themselves at a local level.
