try multi-flanged corded silicone earplugs, they're at walmart for like $2 but make sure they're flanged, I used these for reading and they block much more sound than foam

I bought myself a loud ass air circulator fan and some hearing protection earmuffs as backup because the area where I live in is so damn loud. If one of my neighbors is being murdered they can scream for help as much as they want, I'll remain completely unaware. It's great
