Here is the issue, what would you even call a 'small forehead.' Who is someone you could point to as having a small forehead? The fact of the matter is that the majority of people have foreheads which are fairly indiscernible in size and only appear different depending on how far back their hair is receded.

He didn't "buy into it", you can clearly see that he disregarded most of it and only approved some rules. Which means he went through them and thought deeply about them. If he decided these rules are valid, he had a reason for it other than "it's a current trend".
