Obviously how you define a story depends on how short it can be; for my money it should have some sort of development preceding or complementing the action at hand, rather than just a s+v+o sentence, i.e "His heart was black. Each step toward her illuminated that dormant part of his soul, at her touch it was reborn." which is 2 sentences and 21 words but has character development and arguably a climax.
