Nah, its based on race, REH its subtle about this. Conan is a barbarian but he is a blue eyed white man. Heres a section from Beyond the Black River, when Conan was a forest runner on the furthest edge of the Aquilonian frontier fighting the tribal Picts and the demon their leader had summoned to collect the heads of the men from the fort

>As he spoke Conan was busy at the edge of the trail with his ax. With a few strokes he cut a pair of saplings nine or ten feet long, and denuded them of their branches. Then he cut a length from a serpent-like vine that crawled among the bushes near by, and making one end fast to one of the poles, a couple of feet from the end, whipped the vine over the other sapling and interlaced it back and forth. In a few moments he had a crude but strong litter.

Its also one of his best stories and my personal favorite of his. Its especially ominous when you've read his essay on the Hyborian Age and know that Aquilonia is ultimately overrun and destroyed by the Picts in the end.

Still, the symbolic impression you get from these images of Conan battling the Picts is the white man battling endless hordes of primal subhumanity in a very colonial white mans burden social darwinist fashion
