I'm no expert but I think it has to do with what he seems to identify as the true essence of the Irish "spirit", encapsulated in the novel by Bloom. Like the Jews, the Irish are best characterized by their resilience and forgiveness –the most important of Bloom's characteristics–, not by the phony aggressiveness and crony heroism spoused by someone like the Citizen. In this sense the novel is also a criticism of the Odyssey's heroism, to which Bloom's mildness is opposed as the true figure of the modern hero.
The introduction to my edition also tackled this issue and I think what it said was true. The opposition Irish-English that Irish nationalism touted was also a creation of English colonialism, and affirming that dichotomy was still playing by the rules the British had set. A more transgressive, liberating and radical approach, then, would have been to surpass that opposition and create an Irish identity anew, one that wasn't just an inversion of the image Anglos had made of it in the past.
But I don't know man, read the introduction Declan Kiberd wrote for the book, it's really good.

My edition of the book (vintage books, same as OP) doesn't have an introduction. Peculiar, since if any book ever needed one, it would be Ulysses. I have downloaded Declan Kiberd's introduction from l*bgen and will be reading it shortly.
I have to say your case seems plausible. However, I have trouble seeing how Yeats represents "crony heroism". Of course those elements exist within any nationalist movement, but Yeats is mostly considered as a pacifist, and with poems like Lake Isle of Innisfree and The Fisherman, it doesn't seem like his Irish ideal was much different from Joyce's own. Maybe he is in Joyce's sights because he is the de facto figurehead of the broader movement, or maybe I just have a poor grasp of the material.
Joyce's Ireland could perhaps be considered a tad more shy and pathetic than Yeats'. I am specifically thinking about After the Race and A Little Cloud, as well as a few other short stories in Dubliners. Honestly I get the feeling that Joyce, love him to death, might be projecting a fair bit with his idea of the Irish spirit. Now that I think about it, it makes a lot of sense.

Upon reading the first part of Kiberd's introduction, it seemed to me that Joyce's biggest problem with the moderate wing of the Irish nationalist movement, was the "odious pretentiousness" of the revival. I was a bit dissatisfied with the reason being a general disdain for LARPers, so I jumped on the allusion as soon as it was made;
>Moreover, the autocritical structure may be seen as congruent with the book's anti-authoritarian politics. The critic Frank Kermode has contended that it is the self-criticism and self-deflation of modern art which saves much of it from the excesses of romanticism and fascism.
So, Joyce opined that even the most moderate and pacifist romanticism was a step towards totalitarianism, and thus employed the self-criticism and self-deflation, which he thought 'other' Irish revivalists lacked, in his own writings. Would that be the core of the issue?
