You need to be able to give thorough lectures about topics you are supposedly an expert on without preparation. You also need to be able to answer any questions raised during your lecture adequately. The question response part is the true psued test. Ok, look: I agree that looking down is not a good thing, and that most Americans don't have any vital need of a foreign language. There's an obvious asymmetry between my motivation to learn English to live a life and your to learn Latin as a hobby. Sure. But your claim that knowing two languages by an ESL is equivalent to knowing one by an American is straight absurd. A person knowing two languages will almost always have a broader outlook on the world than a monolingual. A European knowing English to a degree that allows him to read books in it will be a more interesting person than your average American (or European, for that matter), and that is exactly because he had to put effort into learning it and for a reason, education being one possible. If someone knows English really well I'm going to assume he is well-read because you don't learn English really well without reading a lot. On the other hand, if an American who, as we have settled, don't typically need to learn a foreign language, do it anyway, then there's something special about him and therefore interesting. So, totally, I would rather have a chat with you that has strong enough interests to study Latin, than with some random person (if you refrained from calling me a monkey, that is).

And yes, I'm aware that the vague criterium of being an interesting person might not appear to be the most convincing, but we're on a literary forum that have different than general standards of utility, and in this context it works just fine.
