Should I minor in English or Philosophy? I want to publish novels. My major is Biology

It depends. English programs are mostly composed of obnoxious women and effete yuppies. They're eccentric, and their intelligence is not a guarantee. You'll read some good literature, but expect it to be mixed with a dose of fairly trite material about racism or sexism. But you might not mind any of that.
Philosophy tends to at least be about established philosophy, and has more quality students. But it's not for everyone. If you don't enjoy it (manifested in prior interest), but just enjoy reading in general, you might suffer through those classes.

Major in biology and read in your free time. Not only will you not be employable outside of teaching high school, you won't learn a damn thing and will no chance of getting a job in academia, unless your both a Jew/minority & went to an elite school.

Being a cop is an extremely sweet job. You get paid 50k a year+fully benefits+a pension after 20 years. And its also very difficult to get fired.

All government jobs are like this really. The goal is to rent seek, slack off, do just enough work so they can't fire you.
