Because in the books there is no relation between being muggle born and being pure blood, as shown by Ron (from a wizard family but incompetent) and Hermione (muggle parents but smartest witch in the school) and plenty of other characters. The muggles are obviously more ignorant than the wizards but for whatever reason magical children can be born from mixed parents or both muggle parents and it has no relation to their skill at using magic. Many wizards see the muggle world as somewhere between fascinating and irrelevant but to others they are blatantly inferior and treat muggle-borns with suspicion and derision- but this is shown as purely irrational. Voldemort was the most powerful wizard in a century and he had a muggle dad.
