Imagine if you thought them the alphabet and dropped, say, 100 good books in every school or built libraries, given that their language is sufficient enough to produce a masterwork.
They would spend that time mastering their craft, and in 5, 10, 50 years it would be a country where countless masterpieces would have been written, acknowledged by a small group of people at most, by no one at worst.

What disadvantages, what environment? Africa, excluding non dessert regions has literally most fertile, mineral rich lands in entire world while most of Europe literally has only 3 months of summer to grow crops, the rest of time it is winter and literally deadly. Yet European survived and even thrived even in extremely cold northern European climates while africans even after thousands of years can only build huts from shit.
