Napoleon had to take the insane asylum of post-revolution France and turn it into a fighting machine capable of holding off and then defeating all of mainland Europe basically overnight, that he got as far as he did is why he's the greatest general of the 19th century. Napoleon nearly defeated an alliance that had several times the economic power of France, that's basically impossible.
