Could have been so wise and far-seeing that he knew he had to play the fool by releasing evil incarnate as part of the music of Iluvatar. All Melkor's shittery became woven into the grand design, whether or not Manwë knew he had to play this part.

They are Powers of Arda. They do not *have* Powers, They *are* Powers. Manwe IS air, Ulmo IS water, etc.

Melkor is unique, because instead of "I *am*" he tries to "I *have*". In a manner of speaking, he functions as the power of Alienation. He extirpates Fëa from Hröa, producing dead matter, where other Powers do not exist. They are not where they are not.

This is why elves (creatures functioning primarily by Fëa, i.e. intentionality, soul) flee to Valinor during the Third Age. Magic is withering, because Melkor accidently the objective laws of physics.

It is also probably why Numenor was sunk. Sauron-corrupted humans are fucking contagious. The point of stepping on Valinor soil was to spread the Corruption of Arda.
