What books can help me increase my verbal IQ and improve my abilities at public speaking?

Public speaking is a skill. You develop skills by practicing them. IQ is an inherent trait. It is not a skill, so you can't develop it by practicing. No book can help you with either of these things. This thread is not literature related.

I'm not trying to suck my own dick too hard here, but I am someone with an exceptionally high verbal IQ. As a kid I was the stereotypical "little professor." When I let myself speak naturally, my brain reaches for words the vast majority of even otherwise intelligent people have never heard before. I have done precisely nothing to develop what amounts to a completely subconscious ability to use advanced vocabulary. I don't see any way by which someone without my innate ability to use language could ever develop it. As someone with an extremely high verbal IQ, I couldn't tell you how to even begin to match my natural ability with language. You can learn and memorize by rote definitions if you want to, and you might even get away with it. But somebody with a genuinely high IQ will be able to intuit your clumsiness – and you will be clumsy with your use of words outside your natural vocabulary. I don't know how to quantify this, but I always just know.

Verbal IQ & emotional IQ are both fake but if you want to fatten your vocabulary just read more, look at old dictionaries (Samuel Johnson's, for example). Beneficial also is focusing on subjects deeply instead of hopping around too much.
