Because it doesn't see itself as literature. Only as wish fulfilment of the fanfic writer. The moment fanfiction tries to be held up to the standards of literature, would it truly stand tall. But until then fanfiction stays the trash that it is.

most literature is for the writer to wank himself either way(and not always in a sexual sense), but without publishers and similar barriers most fanfiction lacks even the lowest of literary standards. Most writers are teenagers who anyways, if they are talented they'll move on to other stuff when they grow up.

It depends. I wrote fanfic in middle school that was relatively well-written, but would never publish it besides online. If people enjoy reading/writing it, there's no real issue with legitimacy. You could say a lot of literature is for the author to coom to.

It's just something normally done for fun. Unless you completely butcher the characters you're using or writing poorly you're not going to get a fan of the source material upset with you.
People like when you like what they like. Ultimately it's still someone else's IP though so you have to respect that. If you're going to pour your soul into something it should be an original work.
