Because historically Christianity frowned upon usury but Judaism did not. So Jewish people where the only ones able to engage in banking and speculative finance, which allowed them to accumulate wealth easier than others, despite being forced live in ghettos - a la The Merchant of Venice.

While I do certainly think there is something to be said about making usury illegal, he was obsessed with it because of it's historically semitic connotations.
