You will only get "good genes" by having both top fathers and mothers.
A very slim case could be made out of women having a slightly tighter distribution in IQ or "achievement" but not even close to justify polygamy on this front because of the extremely uncontinuous granularity of going from even one to two wives.
So monogamy with upper women having more children than lower ones. That's the real issue at play. Promoting polygamy (especially polygyny) is just following the chimp/gorilla primate level sexual gratification instincts (of both men and women). If any single sided polygamy were to happen for eugenics it would be polyandry, since you'd get the same mixed genetic results while having to restrict women instead of men. Underfucked or sterilized women would be a nuisance but less dangerous than male incels, plus ensuring (partial) participation in society of men lead to much more result than doing so for women. That argument, even should it be true, is not significant compared to what I wrote above.
It is also plainly false. Humans, even in prehistoric times, were not restricted by this. It is completely ridiculous to invoke it today.
We are not even close to full capacity at either male or female side of reproduction. Women can easily have 20 children with modern hygiene and medical support. Only, and I insist, only above this fertility rate would the argument of "more sperm than eggs" be significant. Even in the first generation of the eugenic plan, such a rate would be enough to guarantee constant population by only allowing the top 10% to reproduce.
I don't know of any plan of eugenics that wishes for this runaway demographic inflation.
