It's used more frequently in reports, and as 'this space intentionally left blank' in order to make readers aware that blank space is a formatting issue that allows another section to start on the next page, or if there's a large table that can't fit in the remaining space on a page.

There's really no reason to print that message on an entire page though, because (1) if it's a bound book, you can just look and see the other adjoining page that has text on it, and (2) if it's not bound, there's no need to have the blank page at all.
