Is technocracy a viable form of government for the 21st century or is it simply a petit-bougoisie ideology of the yellow socialist (fascism being another) variety?

THe original movement definitely had some fascist undertones, this has been observed time and time again. It is based in the yellow socialism of the early 20th century, as are most anti-Marxist forms of socialism.

I referred to it as petit-bourgeoisie because it protects the interests of the petit-bougiousie. Most contemporary engineers earn enough to purchase some capital and are thus elevated to the position of petit-bourgeosie status.

This is pretty much fact, in the Western world at least.

There was also quite a bit of nationalism in the early movement as well (see pic),
