It means he did some very interesting things with technique to cover up his failings as a genre writer, he relied on his creativity and ignorance. After the success of Neuromancer he focused on the formulas of genre fiction instead of developing those techniques which got him through his first novel and short stories. There is little to set his style apart now, some interesting and fun ideas set into a rather bland and generic framework.
