I don't think the goal of anti-natalism is that broad, it seems like they mostly just don't think humans should procreate. It'd be impossible to prevent that from happening and even if you could, what you suggest is impossible to prevent so I think anti-natalists just don't care. Realistically, they shouldn't even care about other people having kids and should be content to just make the decision for themselves since they know they can't stop people from reproducing. I would be suspicious of the strength of conviction that is displayed by an anti-natalist who actively tries to discourage people from giving birth but maybe I'm conflating misanthropy with anti-natalism.

the anti-natalist assumes that suffering always weight heavier on the scale than whatever state of being should run counter or at least is more beneficial to humanity.
but lacking any means of quantifying said suffering the only logical basis for the anti-natalist to measure suffering is by the perception of suffering held by people.
therefore it only makes sense that to decrease the amount that suffering is perceived is to decrease the state of suffering in the world.
the best way to reach this objective is to eliminate the populace with the greatest and most intensely felt perception of human suffering, ie: anti-natalists
