While I can agree that the Romantics aren’t the peak of english-language poetry, they are certainly to be considered among the greats unlike an amateur such as Tolkien. The point was that these are on completely different levels, Tolkien is a nothing in the world of poetry, and he has only ever succeeded in making mildly comfortable fiction in the world of ‘prose’.
